Regulation of the market of rare, rare-earth and refractory metals by the laws of Ukraine

Regulation of the market
Prices for REE are much higher than for conventional raw materials, this is due to the difficulties of extraction. The turnover of rare, rare-earth and refractory metals on the Ukrainian market is regulated by the following laws:
Resolution of CMU 86 of 28.01.2004.
The Cabinet of Ukraine in 1995 limited the turnover of the following metals and alloys:
- Beryllium
- Vanadium
- Lithium
- Cadmium
- Cobalt-samarium compounds (for the production of magnets) At present, niobium compounds have been used for this purpose.
- Nickel in its pure form (cathode)
- Thorium
- Tellurium
- Lead
- Uranium and its isotopes
The order of the Cabinet of Ministers of Ukraine in 2004 regulates the import of REE and alloys, as well as their rolled products. REE’s turnover is licensed every year, but the main provisions of export-import remain unchanged for many years. In 2011, a new resolution of the CMU on the export of base metals, alloys and products was ratified. To the list of goods to be licensed, waste with a high percentage of zinc (code 2620 19 00 00 UKKZED (Ukrainian classifier of foreign trade goods)) and copper (code 2620 30 00 00) is added to the list of goods to be licensed in Appendix 6 to CMU Decree No. 1183. The appendix lists the goods whose exports are licensed in the new year. Among them the traditional place is occupied by:
- · Aluminum and its products (codes 7616 99, 7601 20 99 00, 7601 20 91 00)
- · Stainless steels in ingots and other primary forms
- · Copper and its alloys
- · Lead
- · Charge ingots
- · Ferroalloys (including ferrotitanium and ferronickel)
- · Cast iron and traditional for such a list of equipment of metallurgy and foundry.
Licensing of the above goods — after agreement with the Ukrainian agency for the management of state property and corporate rights.
Storage
In closed warehouses or under a canopy, where adequate protection against mechanical and other damages is provided.
